Mercosur Faces Shallow Perspectives


The latest news are not good for Mercosur, especially for the Brazil-Argentina relations. The Argentine government has decided to nationalize, with no right to restitution, two railway lines controlled by Brazilian company “ALL”. This adds yet another obstacle to the complicate relations between the two main actors of Mercosur, already shaken by the decision of Brazilian mining company “Vale” to back from a plan of a US$9 Billion investment in the country and petroleum giant “Petrobrás” announce its intention of selling many of its assets of the Argentine territory.



The Mercosur is now also being challenged by Brazilian National Industry Confederation (CNI) with protests from the country’s entrepreneurs against Argentina’s and Venezuela’s economic policies. This protest has been causing some internal discomfort between the Brazilian government and its national industry owners which has been enhanced with the announcement that Mexico, Peru, Chile, Colombia and most likely Paraguay, are forming the “Pacific Alliance” with the initial proposition of freeing 90% of trade between them.


But how can this affect the cultural trade between these countries?


This weakens the already fragile alliances of Mercosur, adding to the high aura of distrust within the institution. While efforts are made otherwise, the cultural market is not seen by these governments as a priority in the trade agenda, and so, with relations deeply weakened, the effort for building a cultural market in the region will certainly fall down on the priority list.



“Mercosur Cultural”, responsible for, along with UNESCO, stimulating cultural cooperation in the region, has produced important reports on the trade of cultural goods and other significant statistics, but its actions seem to have slowed down in the last 3 years. With relations shaken and the main actor (Mercosur Cultural) weaker by the minute, this scenario seem to be bad news for cultural diplomacy between these nations.



From Brazil’s perspective, its is a situation that will certainly diminish the possibility of improving its immense cultural isolation from the region:


Cultural goods imports in Mercosur

The chart clearly shows what can be easily perceived if one would have just a little experience in the Brazilian cultural market: the absolutely small role played by cultural goods coming from Latin America in the country’s creative industry. The amount of cultural goods from its own continent represents only 6,2% of Brazil’s total imports, while in the other Mercosur countries, the average is more than 40%.

Brazil is currently the only country in the region with a surplus between imports and exports of cultural goods: over US$1.6 billion. This shows a very strong and productive creative industry and 74,7% of these exports have America (excluding the USA) as a destination.

As we can see, Brazil stands in this as a country with a solid cultural industry that exports massively to its neighbors, but imports poorly. This is a situations that creates an obviously unbalanced trade setting and puts Brazil in a dangerous position: the risk as being perceived as a cultural imperialist. 

Considering the ultimate goal of strengthening the bonds between these nations and deepening the relations of southern countries, the latest setbacks in the Mercosur’s agenda may prove a significant clog in the so long desired two-way street in the continent’s cultural relations.

Mercosul Enfrenta Perspectivas Estreitas


As últimas notícias não são nada boas para o Mercosul, especialmente nas relações entre Brasil e Argentina. O governo argentino decidiu estatizar duas linhas ferroviárias controladas pela empresa brasileira América Latina Logística (ALL), sem direito à indenização. Esse é mais um obstáculo nas já complicadas relações entre os dois principais países do Mercosul, estremecidas pela decisão da empresa mineradora Vale de suspender investimentos de US$9 bilhões no país e da Petrobrás de vender seus ativos do território argentino.

O Mercosul também tem sido desafiado pela Confederação Nacional das Indústrias (CNI) com protestos de empresários contra as políticas econômicas da Argentina e Venezuela. As queixas causaram um certo mal-estar entre o governo brasileiro e empresários do país, que foi ainda mais agravado pelo anúncio de que México, Peru, Chile, Colômbia e provavelmente o Paraguay, estão formando a Aliança do Pacífico, com a proposta inicial de liberar 90% do comércio entre os membros.

Mas como isso pode afetar o comércio cultural entre esse países?


Primeiramente, isso enfraquece as já frágeis alianças do Mercosul, aumentando ainda mais o clima de desconfiança dentro do organismo. Apesar de esforços terem sido feitos, nenhum desses governos enxerga o mercado cultural como uma prioridade em seus objetivos imediatos, e portanto, com a relações profundamente enfraquecidas, o esforço para criar um mercado cultural na região certamente irá cair para o último lugar na lista de prioridades.

O “Mercosul Cultural”, responsável por, junto com a UNESCO, estimular a cooperação cultural do bloco, produziu relatórios e estatísticas importantes, mas suas ações parecem ter freado bastante no últimos três anos. Com as relações afetadas e um dos atores principais (Mercosul Cultural) mais fraco a cada minuto, esse cenário não parece animador para a diplomacia cultural entre os países do bloco.
Pela perspectiva brasileira, essa situação certamente irá diminuir a possibilidade do país melhorar o seu isolamento cultural do resto da região:

Importação de bens culturais no Mercosul


O gráfico mostra claramente algo que pode ser facilmente percebido por alguém que tem um mínimo de experiência no mercado cultural brasileiro: o papel bastante diminuto que os bens culturais vindo de países Latino Americanos têm na industria criativa nacional. A quantidade de bens culturais do seu próprio continente represente apenas 6,2% do total de importações brasileiras, enquanto nos outros países do Mercosul a média é de mais de 40%.

Atualmente, o Brasil é o único país da região com saldo positivo entre importações e exportações de produtos culturais: acima de US$1,6 bilhões. Isso mostra que o país tem uma sólida e produtiva industria cultural e 74,4% dessas exportações são para países Latino Americanos.

Podemos ver então que o Brasil se estabelece como um país com uma sólida industria cultural que exporta massivamente, mas importa pouco. Essa situação cria um desequilíbrio obvio na balança comercial e coloca o país em uma posição perigosa: o risco de ser visto como um imperialista cultural. Considerando a finalidade maior de estreitar os laços entre as nações do bloco e de aprofundar as relações entre esses países, os últimos contratempos nos objetivos do Mercosul podem se mostrar como um bloqueio significativo na tão desejada via de duas mãos das relações culturais da região.
